Emperor Equipment is only available to winners of the Battle Royal. First-place winners keep the gear permanently, while second and third-place winners keep the gear for a limited time. They are at Legendary Grade by default, but 
Mythic Embers can be used to upgrade Emperor equipment to Mythic Grade.
